BALAY’s Psychosocial Response to Peace and Humanitarian Crisis in Mindanao After the refusal of the Government of the Republic of the Philippines to sign the Memorandum of Agreement on Ancestral Domain with the Moro Islamic Liberation Front, the humanitarian crisis ensued in Mindanao. The agreement was a product of 11-years of negotiations and would have been a real, substantive breakthrough towards reaching a peace compact between the government and the rebels.
